 Quarterly Narrative Report

I.      PURPOSE

Promotion of research and training in population and development

II.      RESULTS

Regarding the purpose mentioned above, activities bellow were assumed to achieve the desired goals:

1)      Procurement and maintenance of computer hardware and software for the Department of Demography of the TU to strengthen capacity to meet the computer based training needs. (Activity 7.2.3 in AWP)

Ø      Before this project no computer lab existed in this department, so in order to undertake this activity, due to the problem of not having required furniture to place computers and users, we had to spend some amount of this budget to procure furniture for our computer lab.

Ø      The Project Director also made arrangements at the Faculty of Social Sciences of the TU to allocate a special place/conference room to the project. The issue was complicated as intra-departmental decisions had be made for re-locating other departments. Although, the initial plan for the location of the project was not agreed upon, the strong support of the staff members of the Department of Demography as well as the Dean of the Faculty paved the way in making the final decision in re-locating the Council Room of the Department of Demography and allocating it to the current project.

Ø      Bank account problems: As this project was new to the University of Tehran, we had to obtain approval from the University through the Deputy for Research Affairs as well as the Board of the University at the Chancellery Office of the University.  The issue of opening a separate account for the project also took some efforts before the Deputy for Research Affairs of the UT and the UNFPA agreed on a special arrangements by which the fund is transferred into the UT account, and after taking legal and administrative issues into account, the money is then transferred into a separate account for the project under the name of Project Director and the Finance Officer.  As a result of this procedure, although the fund was paid to the UT, it was finally transferred into the Special Account in June.  However, all the activities of the project were implemented on time and according to the agreements, the service providers were paid as soon as the fund became available.

 

2)      Procurement of a photocopy machine for the department of Demography.(Activity 7.3.3 in AWP)

Ø       As a result of not having a computer network, some amount of this budget line was spent for a contract with a networking expert. 

Ø      The Bank account problems affected the implementation of this activity as well.

 

3)      Evaluate the previous programs and assess the current future need for trained specialists in the field of population, gender and development to meet the gap of trained specialists in these fields. (Activity 7.1.2 in AWP). As planned, a contract was singed by Dr Mohammad Mirzaie, President of the Population Association of Iran to implement the project.  Several meetings were held to discuss the implementation of the project and to design the methods of data collection. 

Ø     As all the universities are closed during summer holidays, the implementation of the project and preparation of the final report will be delayed until the middle of the quarter three.

Ø      The bank account problem issue mentioned in section 1 affected the official implementation of this project as well.

4)      Development of survey questionnaire: After reviewing the CV of several applicants for this project, a contract was singed by Dr Mohmoud Ghazi Tabatabaie, Associate Professor of the Department of Demography of the University of Tehran with strong background on data collection and Survey Research Methods, to implement the project.  Several meetings were held to discuss the implementation of the project and to design the methods of data collection. 

Ø     The two issues mentioned in previous section apply for this activity as well.

 

III.      MONITORING AND EVALUATION

Concatenation of two related activities. The two activities mentioned in sections 3 (7.1.2 in AWP ) and 4 (7.1.5(a)) are interrelated. The first one is aimed to evaluate the previous programs and assess the current future need for trained specialists in the field of population, gender and development to meet the gap of trained specialists in these fields, while the objective of the latter is to evaluate the previous programs and assess the current future need for government and non-governmental organizations in the related fields. The two projects are implemented simultaneously, and shared meetings have been held in designing the two projects.  The Scientific Committee of the two projects has been selected among the known demographers at the national level who will provide comments and feedback to the two projects. One of the Research Assistants, Mr Majid Koosheshi, a PhD Scholar and Staff member at the Department of Demography of the TU, is involved in the two projects enabling the team to share their ideas in implementing the projects. As a results of these arrangements, we hope that the two projects are monitored and evaluated during the implementation by the Scientific Committee, and the findings of the two projects will be beneficial to the trained specialists on the one hand, and the related organizations on the other hand.
